BIS Certification for footwear

India is the world’s second-largest footwear producer after China. As per the Footwear Made from Leather and Other Materials (Quality Control) Amendment Order, 2024 coming into effect on August 1, footwear manufacturing units including foreign manufacturing units exporting footwear to India are required to obtain BIS certification for footwear as per Schedule I and Schedule II of the BIS (Conformity Assessment) Regulations, 2018. Shoes, sandals, and slippers sold in the market will have to comply with updated quality guidelines of the Bureau of Indian Standards (BIS). These new regulations i.e. BIS on footwear aim to enhance the quality and safety of footwear products available in the Indian market.

Footwear components, from inner lining to outer material, will undergo rigorous testing for chemical composition, durability, and flexibility. As per the guidelines issued by the BIS Department, 46 types of footwear (sports shoes, sandals, slippers, derby shoes, casual shoes, canvas shoes, safety shoes, hawai chappal, etc.) fall under the mandatory BIS Certification scheme to reduce copyright footwear in the Indian market. Without the ISI mark license on footwear, no company can manufacture, import, distribute, sell, hire, lease, store, or exhibit any product in the country. The ISI mark on shoes is a certification mark issued by BIS and is a symbol of quality and compliance with standards

To summarize, obtaining BIS on shoes is a complex and time-consuming process, and involves a number of crucial steps for any business unit like the development of shoes as per the relevant Indian Standards, preparation of documents, and on-site factory verification of the manufacturer’s competence to manufacture and test toys. Therefore, hiring a consultant with expertise/professionalism in the BIS licensing process is advised.
